@bold no that happens in all the entrance tests of medical and engineer because these entrance tests are carried out government bodies and not the institutions in themselves. If at all there are some colleges who have their entrance tests where the surname is visible (not known to anyone) then it could be a private college where reservation is not applicable in the first place. So how exactly are you bringing up the fact that reservation is been done to ensure that teachers don't get influenced by seeing surname during entrance.
About the second part, the general cut off (or any cut off for that matter) is released only at the time declaration of the results. No one knows the cut off(not even the head of the body taking that exam) DURING the process. So again there could be no survey who could find out that the SC ST students are clearing the cutoffs. And how exactly will an SC/ST student know their own score DURING the process?? The scores can only be known after the results are out.
Since you don't have the too ess to that survey it's clear you are missing out on some points.
P.S. Assuming your survey was correct then it's actually needed to make changes in reservation rules. As then it means that most of the reservation students clear under general and get placed as general thereby the reservation seats going vacant...

It was provided by a member who had access to it and who was engaged in an online discussion on the topic of reservation. It may or may not be available on the public domain.
Red: I'm not sure about that, but there are government colleges other than medical and engineering. In my own University (which was State-owned back then), entrance exam copies were submitted with full name and details of the candidate. There are autonomous universities too (not government-owned but they're not private either).

@bold, if it was about the scores of students enrolled as reserved, then there is no chance that they had cleared the general cut off, because if they had, they would have been enrolled as general not a reserved candidate. An information posted by one member in an online discussion without any surety or authority of the source is very likely to be fake, I hope you understand that.
OK so now you changed from medical and engineering to other stream colleges. So that doesn't answer my question, why is there a reservation in medical and engineering colleges? They take admission through exams like JEE, NEET etc. where there is no "names or surnames" of students mentioned in the entrance exam papers.

His grandfather's father was a Hindu of dogra community that's all I know par ek dum se yeh hridya parivartan mujhe doubt hai iski intensions par. After all isne bhi love jihad hi kiya tha. Hindu se shadi ki thi.
