I think he was going with just having mehru for himself in his mind but then realisation hit him when he said he wants to marry her to his mother. He most probably might have went to say that so that saman will send proposal to mehru and mehru will understand he is genuine with her. But then saman might have thought shanno wants to marry her for planning and plotting and he had no other option but to go with her plan and pretend like he isn't in love with her.

Dude goes into a trance like state when he thinks about mehru and don't have any other thoughts. When his mother told him he is in love and took her brother's name he was like why do you take your brother's name when talking about me falling in love. Why isn't bro even putting up a fight to keep her for himself? If his mother has such a hold over him then he should've been scared to go behind her back and extend Zain's jail holiday. And if Saman Shah can get over Zain killing someone, she can tolerate her other son deciding to keep the woman who brought her so much political goodwill. He either thinks he can handle getting separated from her or thinks he can never have a happy life with mehru after what he and his family did. As I said he was in a trance state when he fell for mehru and just went for it without thinking about the future.

The main problem with shanno and mehru is that saman will have to forever ruin her relationship with her brother. She wants Amal as his dil. So saman shah accepting mehru is out of question.

That's the thing, we knew what noor bano was doing without having to even have monologues but here the director isn't even showing that because they want to keep things open ended so that later on they can flip the story however they want. This explanation is only plausible for mehru...

In shanno's case they actually want him to fall in love with her all over again...as if his pre-wedding mohabbat monologues and revulsion towards Amal didnt exist

Yes, but Shanno is living under the same roof with mehru as his wife...if he refuses to separate from her and refuses to marry amal, his mom can't force him. He is willingly spending time with Amal, leading her on and complaining to his mom that he wants out of this relationship. He even brought up the divorce. And then he is fantasising about mehru. That whole swagger and charm of Shahnawaz Shah has gone to the dogs
