Gen3 actually run for more than 2 years. Eligibility is from 1st September to 31 August next year as per some X page.

In the of First and last award gen3 is only for 2or 3 months. Last time mohsin was not nominated for gen2, but this time RoPu was nominated along with HC

As per the ITA it is from Oct 1st to 31st August 2024. So it is not surprising he was nominated. Other actors were also nominated. It is his immense popularity and the recognition which made him become the winner.
