I am going to extrapolate on what I think Shahnawaz's state and reasoning is.
He was attracted to Mehru in their initial first meetings, a basic attraction because she was obviously outspoken and pushed his button like no one ever has. She intrigued him but also irritated him because he doesn't like not having control and she always had the last say in their run-ins.
In Shahnawaz's world, only three people matter, his mom, his brother and himself. Everyone else is just a peripheral part of this world and as long as they don't hassle or disturb these three, Shahnawaz is fine to coexist with this peripheral part of his world. Even Amal, his uncle and aunt are in this peripheral part of the world.
Then the accident happened. His opponent was someone who already bothered him and annoyed him and no matter what they threw at her, she stood strong and refused to bend. She brought pain and unhappiness to the people he loved the most and in the process also dealt a severe blow to his ego. So he embarked on a plan he thought which will ensure his brother's freedom for ever while at the same time keep his opponent under his thumb for ever with no potential to annoy him further and also to inflict maximum emotional damage on the said opponent. However in the process of faking love, he also started falling in love with her and thought post marriage she will sign maafinama and they will live happily ever after. His talk with his mom before the wedding probably set him straight, his mom told him this is only going to be a fake marriage and Amal will be the only deemed bahu of the house and Mehru after signing the maafinama will be relegated to the not so important bahu, to which of course he agrees because he thinks once the maafinama is signed, he can still keep Mehru as his wife in his life even if he has to marry Amal.
Now with Mehru not signing the maafinama, he knows that once the elections are done and Zain is free, his mom will expect him to marry Amal and that Mehru will be out of his life one way or the other.He does not want to commit his heart into loving her because right now she is just an unobtainable dream even though they are married. The more he spends time with her, the more difficult it is going to be for him to separate from her without pain. So he takes all measures to avoid her. He wants to guard his heart even though he has inflicted pain on hers.
The biggest mistake the director has done here is not to give Shahnawaz and Mehru monologues. In a visual medium like this, we shouln't be trying to infer people's motives. That is not good storytelling. You are not being clever by deliberately keeping things hazy and confusing.
