I mean Bilal is more in love with the idea of her being Namdar's daughter whom he respects a lot..but with due course of time,the way she struggled and supported her family during the tough times also made him fall in love more I feel...even in the scene where Sadaf comes to ask for 8 crores,she was saying like "I can do anything" but he could feel the kind of discomfort in Sadaf's eyes and body language...he has begun to understand her just by her eyes and her body language ...so I think he is in love with her but this kind of logic can't be applied in today's world
