I am not really sure but shayad for less than 10 matches or something a replacement can't be brought or team's aren't able to find.

There will be 74 matches in total along with Finals.

They can't keep spare matches for every match.

Only the finals gets another day.

CSK also lose Moeen, so they can have all the Kiwis - Ravindra, Mitchell & Santner. Since Gleason is not a part of England's WC squad, he can complete their overseas lineup
