Not sure if that rule is there.

If not a bowler they should allow at least an extra fielder.

I am also not sure, whether the opponent captain has the power to let the fielder bat or bowl.

Anup: "England has shown lot of character till date. 1st test turned upside down in 2nd innings, 2nd they fought till the end and now 3rd, the way they approach is very nice, domination from England till now, feels like India is playing in England."

According to google,

A substitute can act for the injured or ill player in the field, although they may not bowl, bat or act as captain, unless otherwise agreed by the captains.

It seems the opponent captain has a say.

Now the question is do they need to agree for this before the match (or the series) or can they make amendments mid way through the match?
