Waise Armaan's first love is clearly dadisa yet he's not hesitant to stand up against her for Abhira, his heart is in good place but he is just not strong enough to shake his clingy Bhabhi off.

I believe his innate goodness and love for family is stopping himself to acknowledge Roohi' desperate behavior and intentions for what they are & genuinely just wants it to be friendship, it is annoying no doubt but completely unintentional on his part. He's simply delusional right now, thinking that Roohi would recover from the therapy and that everything will work itself out in good time.
