I am not sure but I think signatures having just lines without gifs or pics can be seen even when signature feature is off. But, gifs/ pics ones cannot be seen.

I can see your signature even while 'OFF'

Yep, but only if it's text or an emoji that is present on your keyboard. Gifs or jpegs will not be visible.
