He has to be a Mahajan by blood ,even if Vidur is Shobana's child he must not be SP's son so even he cannot be the vanshaj ( regressive Mahajans)

They don't even give this chance to the women of the house , why would Neil get this opportunity....if the makers go this route they will make Neil as adopted son of Vidur.....i think he's adopted even in the show...
