It doesn't matter if she froze or not he should have been there by her side to comfort her, she needed a hug and reassurance from him. But he freaked out when he realized that this was shit timing for this to happen and didn't know what to do, but this is how he is, when he is in emotional turmoil his solution is either he runs away or he will put her away until he can deal with the mess in is head, he has made this mistake one too many times.
