I'd rather say that the idea is to anger bait the audience. Makers are not stupid: if they would've wanted to show Pakhi as a victim/ redeem the character they would have done that properly. They wouldn't have repeatedly shown her as ruthless person who uses anyone and anything to get what she wants and shamelessly wants eveyone to love and respect her despite all their wrongdoings. This is not an arc for a charatcer they want audience to love. No, they want audience to hate her, keep coming back to hate her....Angry viewers are still viewers, in fact viewers are more engaged in hate than love.
