I am speaking only of this particular case.The Norwegian residents you talk about are mostly those like me who come from other cultures and have taken up residence in the country. Immigrants become residents eventually but many still don't assimilate and this gives rise to the said cultural differences. And what possible benefit is there in destroying families as you have stated? Barnevernet literally means Child protection. Huge amounts of money is spent by the govt to protect children. Yes some laws are harsh and they should go easy in some cases but this particular case was not one of those.

You answered your own question. Money. Where there is money to be made, humans will be corrupted and try to misuse the system at any cost
Harsh laws are fine. Some of the reasons I have read, for which they destroy families are just ridiculous and pathetic. Few samples from real cases below.

The father has a foot injury and cannot stand on a ladder. Therefore he is not able to clean the top of the window frames.
The mother is very small. When the daughter grows to become a teenager, the mother will not be able to tackle her.
The daughter does not like fish-balls. This is a clear sign of incest.
When the child fell over, the mother just picked her up and put her back on her feet, without comforting her verbally.
The mother is physically handicapped and does not have the full use of her legs. Therefore she cannot play with the children in the sand-lot or go skiing with them in winter.
From what I have read so far they seem too eager to take away the kids instead of working with families to resolve issues first. And a lot of their funding depends upon the number of kids they have 'rescued'. So that makes it less about the kids and more about something else
