The problem is giving no time to the leads and too much time to the side characters. You're right, the reason is so many sub plots in a single drama. I actually feel cheated because they engaged us through promos by showing faces of the leads but in actual drama, those characters are dominating the show who seemed like side characters in the promos while the leads appear for a few minutes like side characters. I feel bad for Bilal the most because he's very selective and does only one project at a time, but this one isn't highlighting him as I expected and as he deserves.
The only solution is they should air it twice a week with atleast 40-50 episodes if they wanted to show so many stories in a drama. The main problem with pak dramas is that they hardly has 40mins run time and airs just once a week. That is why even if there is not much dragging we feel it's been dragged a lot. They should have just kept it the story of sajal's household and Bilal. But we have three other households here. Sheryar's, the maid's and Saif ul Rahman's. A lot of viewers are interested in watching sheryar's story since he is also a leading actor with good fanbase. So even if he and his family takes up the screen space most people don't mind. People also seems to like phupko and Babar Ali as they are funny. But there is no crowd puller in the maid's or Saif ul Rahman's storyline so nobody is interested to see them on screen. From a story pov the maid and Saif ul Rahman have interesting storyline going on but we as viewers don't want to see it at the expense of lesser screentime for Bilal and sajal.
Most Turkish rom-com dramas have 3-4 love stories happening simultaneously without much happening in the story but the run time is so long that we get to see the leads for atleast 10-20 mins in a more than 2hr long episode. If we cut those episodes into 30 mins then the leads will only be there for 2-3 mins just like kuch ankahi.
Even Hindi serials that have infinite episodes only keep limited characters and they will introduce new characters or storyline only after wrapping up one storyline. There won't be 3-4 storylines movies simultaneously.
Either extend the runtime or air more episodes in a week. The only reason i managed to finish watching Ishq hai drama was because it aired 2 episodes back to back twice a week and ended in 2-3 months. Even though the show was toxic and basic it looked fast paced because we get to see so much in just 2 days. They should do that with kuch ankani.
