I thought that was the reason too, until yesterday's episode, where she clearly states that she's partial to Seerat over all her other daughters.

And the reason why she might be partial is because like calls to like, and deep calls to deep. Among all her daughter, Seerat is most like Santosh - shallow, cunning, manipulative, whereas Sahiba and Keerat are more like their father, honest and hardworking but slightly more ambitious and outspoken.
