Oh I know why,

Most of these criminals will have multiple cases registered against them na. Say somebody rapes and murders another. Toh abduction, assault, causing injury, rape, murder etc sections will apply. And all of these have different punishments. Say abduction is 5 yrs of prison plus fine, assault is 2 yrs, life term for murder, hang to death for rape etc. Toh they will be punished according to each of the sections(whatever they were found guilty of, of course. So the particular individual would face the prison term for abduction, assault and then the life term (typically 14 yrs unless specified) and after all those yrs they will be hanged.
