I am not finding anyone with Kovidara as a Flag. There is mention of Shrutayu, King of Kalingas, with Banner with a tree. Not sure if its him.

The answer to both #37 and #38 is at Bhīṣmaparvan 50.89, and the answer to #38 can be found elsewhere as well.
Paravat is either a distance or pigeons....so our guy would have horses the colour of presumably a pigeon (the alternative is pretty weird), after that idk.
The other horses I know are Arjun ka whites ones, and there was one story I remember about Agastya/Lopamudra, where Agastya has to go acquire these special horses from Varuna (I think?) Another horse was Uchhaisravas, but that guy also had white tail, so I'm not sure.
Dhristadyumna.
Thanks to Pro for the hint.
Correct! Dhṛṣṭadyumna is addressed as Pārāvatasavarṇāśva and could have been called Kovidāradhvaja.
39. Who was addressed as Gāndhāre! - vocative declension of Gāndhāri? Note the short i instead of long ī at the end.

Are you talking about the 100 😆
Yes! One of the 100 in particular.
While we wait for someone to name #39 ...
40. Who was addressed as Devakīmātar?
Matar means Mother. Does this mean Devaki's Mother?
It could mean Devakī's mother (I have never found any mention of her) or one to whom Devakī is mother.
