They are not allowed. You need to be an active citizen of that country to play. And India doesn't allow dual citizenship so not possible unless you leave India permanently and settle there. And Once you played for a full member team you can't play for another team for 3/4 years I think. That time period is there to make sure you are ready to downgrade.
