There are only 2 options.

1. Make all speech against any deity or religion illegal. You'd be living in a police nation, but it will work.

2. Allow 100% freedom of speech, then point to that as reason why someone like Nupur Sharma should not be disciplined.

When you try to protect one religion or the other, you get no leg to stand on when a more powerful entity objects.
