But mujhe bhi aisa lagta hai ki yeh actually Balli hi hai. Here's what I think:
Karan is alive but is lying underground somewhere, working from behind the curtains through his spies and his network. By making everyone believe Karan is dead, he's making sure no one is behind him and Charu is more relaxed. The fact that he is alive, is known to only 4 people- Colonel Batra, Balli, he himself of course and Tilli, who helped Balli to get Karan out safely from under the debris and is now working as a spy, double crossing them.
The only person who knows about Tilli double crossing is Karan. He calls Karan about the information and he makes a plan and course of action and relays it to Colonel Batra. Colonel Batra then gives everyone instructions, except Balli has a different set of instructions.
Case in point: Balli had thrown away the ear piece when he had gone to give Charu the pen drive. Toh use kaise pata ki Batra Sir ne stand down ka order diya hai? Explanation: He already knew that was the plan and stopped Monami, both from ruining the plan and from losing her life.
Yeh plan Karan ka tha, aur use yeh information mili ki they're planning something big from Tilli but wo Charu ko involve nahi kar rahe, isliye use kuchh zyaada pata nahi. Hence, Karan ne yeh trick use kari, jisse unhe andar ki khabar bhi milti rahegi aur Charu bhi zyaada invovled hogi toh Tilli ko bhi zyaada pata hoga.All Balli knows is that Karan is alive. And that makes him all the more frustrated about Monami accusing him of being a killer because jiska usne apparently khoon kiya hai, wo toh zinda hai, but he can't say that because that's a top secret, and kisi ne uspar itna bharosa kiya hai, aur kisi achhe kaam ke liye uspar trust kiya, toh wo trust todhna nahi chahta. Balli is someone who cares a lot about respect, especially after everything that's been happening, and Karan was giving him that importance by involving him in that mission.

regarding Karan's being alive hidden from gang.. i mean see charu dosnt knw that Parakramians (i dnt knw if thats even a phrase 😛) know that KAran died and Balli is there. What if he is alive and he tell them that i am alive i am searching for param outside .. u guys and Balli search other way around and fool charu.... simple ..
But again.......... ..no too much reality should be there or else maja nei ayega na...
