Nahi... Jo ganesh utsav ke baad aata hain use mahalay bolte hain... But jise bhi tithi ka mahine ka gyaat hain they do exactly on that day of the year... say Feb ka mahina is Maagh ka mahina.. say if the death of person happened on saptami day of maagh maas then the shraadh of that person is held on saptami tithi of Maagh maas every year... The one that is done is mahalay is extra along the one that is done actual day. Hope i made it clear... As you said mahalay paksha is called sarvapitru and who didn't perform on the actual day will utilize this option

we do calender wise make favfood of mom toh mom and dad toh dad we in our home remeber happily tinking they are in a better place

then tithi ke hisab se anniversary that day pooja and daan dakshina

then shradh ke dino mein shradh the actual poora pind daan and gai doggy crow ko jo dete hain food made and also to people

and whose tithi i don't know that sarvpitru on 16th day
