Shiva jeeva is an analogy for Atma and Paramatma. Like both are one. Shiva resides in Jeeva. When Sammy saved Virat in the childhood, He should be Shiva to Virat no? Or just that sammy figured out much earlier that Veeru is a bhagwan kind of person who sacrifices everything?

Virat must be Shiva because he's the eldest son of Chavhans. They worship khandoba (Shiva). Samrat must have come to their house in a later stage along with his mother after Mr.Salunkhe's demise so he was made Jeeva of Shiva to strengthen their bond.
