ETA - I didn't realise this until I rewatched the episodes

that this difference was so prominent

I think Sunny wasn't initially supposed to be so vile. CVs just decided to make him a villain to get him and Ved work together.

Or maybe the original intention was to make Sulo the biggest vamp. Par putting every type of crime on Sulo didn't seem feasible to them. Isi liye created a different fauj of villains.

In the middle all of sudden they started adding the grey shades just to culminate him into making ved sunny pairing😆
