People dying is pretty much an occupational hazard in such shady businesses, I'd guess. He wouldn't be carrying the burden for deaths in such a line, nor, I guess, should he? I mean, it's a kill or be killed line of work.
I am pretty much sure that's the path the makers might show i.e., Raghav has unknowingly caused the death or he did for a greater good. He is not feeling guilty until now is because he either knows Mandar isn't a good guy and shady types or he knows nothing about him... i.e., he saw some random person lying beside the road because of some incident... But the chances to happens second one is rare because here comes Ved in picture... He knows Mandar and also knows that it's a high profile case that was buried... If you remember Raghav wants to not file FIR because it is the reputation of JJ at stake in diamond necklace theft.. the same might have happened in Mandar case too... Mandaar might have been temporarily hired by Raghav's competitors for some diamond smuggling and both Raghav and Mandar were at opposite sides.. they might be meeting for the first time on that day but Ved might be knowing Mandar through some other sources..
I believe Raghav is self proclaimed don and not an actual one.. warna kaha he will be guilt tripped for Pallavi... He would have a girl holding with one hand and a whisky glass with the other... I know I saw a lot movies to picture this image of a don😆
