What makes Mardaani series special?

1I think it's because of the cat-and-mouse game between protagonist and antagonist list which makes this series special. It's the way it has been executed in each film, with just the right amount of suspense and unpredictability.
I'd also say that having a woman as a cop and having the movie bereft of cliched romance angle makes it special, but I think the highlighted portion is why the films work more than any other factor.

There are other movies with the cat-and mouse game. Almost half the cop movies have similar set up but Mardaani did it really well. And a well written female cop character is another thing they did really well. It's so easy to overdo unusual female characters and make it very unrealistic. So kudos to them for handling it well.
The best thing about the movie for me though are the villains. For me Tahir's character was so darn good. It was incredible. He was despicable but oh so charismatic. And in the second one man Vishal was creeeepyyy. Like almost Ashutosh Rana level creepy.

Absolutely! It's a combination of the three factors you highlighted which make this series special!
Also, I love how the villains are so creepy but so well etched out. They have a backstory. They have no redeeming factors and they're evil with a capital E and I love how the movies forces us to get a peek into the dark side. It's unflinching and completely like an adrenaline rush.
The villains were great. Not like in your face macho what bw produce but psychological type. Rani character wasn't trying to be a man, that was refreshing.
