Yes, not all of it was produced then, just like not all of it was sent away. I think some fact checker (a critic of the current govt) even shared the pics of the boxes being sent to other countries with the expiration dates highlighted claiming how Modi was claiming high ground when actually he's just disposing off the soon-to-be expired vials.
Even right now, India has enough jabs to carry on with the vaccination drive throughout May. SII is looking for raw materials so that it can continue its production in June/July. If there's a shortage in Kerala(and I believe you that there is) then I'm guessing it has more to do with logistics and Babudom. The demand vs supply issue. That the sudden increase in demand wasn't expected so the required orders weren't placed or whatever the process is. Coz right now even in UP(which is the most populous state) or Maharashtra (which is literally ravaged and vaccinating the highest number of people daily) there is no vaccine shortage.
This Govt has f*cked up on most of the fronts when it comes to handling this crisis. This I don't believe is one of them. Baki you do you👍🏼
Some of my folks are in Andhra, Telengana and Tamilnadu. And all of them have claimed that there was indeed a vaccine shortage.
