Bcz in a tv show they need many characters as the story is not just based on the Ieads like movies..yhc lacks supporting characters like yhm..so they have only villains to start another track.I think the only track where the lead was butchered n shagun was glorified was roshni adi track.that time almost everyone bashed ishita n praised shagun saying that its been proved that the real mother is always the best.

Im not asking the story to be based only on leads. For example in yhm,they could have used other villains like Ashok,Suraj too.YHM would have done well without Shagun's character (after the earthquake track).Just my opinion.
