All of the above.. i feel all 3 are equally dumb in this case...

Pulkit - we can understand he believed kaku's lie and thought Deviyani married someone else and moved on.. But in these 10 years, say in 5 years he would have been in better position,, why he did't thought to cross check if he loves and trusted her so much... and when he came to CN he should have revealed the entire story including Harini...

Sai - She have seen Devi & Pulkit for quite some time and she knows their character pretty much.. she have seen their emotions and she has that trust on Pulkit.. still she could have done more investigations than just plainly believing Pulkit, not for gathering evidences but to be sure herself.. whenever she misunderstood she is directly confronting Pulkit instead she could have verified in some other way...

Virat - so how it played out, he was in belief Sai has done enough check so he can believe Pulkit... but still she is pretty new to this city and young,, she also mentioned she know only very little detail about Harini that too what pulkit mentioned to her,, so he could have also done proper investigation like enquiring his neighbors and he would have access to all the govt records, he could have checked there too about his marriage and all..
