Gadar 2001 overrated?

This movie was a typical Sunny Deol film, with lots of screaming and action, yet it turned out to be the biggest hit of 2000's how come?

It was the biggest Blockbuster of the decade, even bigger than iconic DDLJ and classic 3 Idiots.

And I really can't tell why? Maybe the Indo-Pak and partition backdrop struck a chord with the audience. These topics always make the audience emotional.

Along with the action and mass appeal of Sunny Deol. People must have liked an Indian guy beating the Pakistanis in their own country.
