Sadly that dialogue was contradictory to the action she took during Ahir's accident.

At the time she panicked and did not follow the legal route.

So it sounded more like a lecture.

Upparse secretary of ministers are IAS officers

Kallu seems more like secretary and dm is additional charge

So she deals more with tender and files not much field work
