I think this may actually be a plan of not HarThak but the police department like you said.

Malhar I feel will come as an investigation officer. I think he'll be there to investigate his own death. And that way they can say, I can't give you Malhar's body until investigation is complete. That way KalMa can work together to find who's the culprit and Malhar can set a trap for Avni.

Such predictions gives me hope
