Ballu is a father of veer so that’s why veer is also a prey-bird but what about jay?

Jay father is human so how can it possible that jay is only a serpent?

And then she told Bani the same on her face that both Veer and Jay are her sons hence brothers

Is Jay's real father human? Yes, Veeranshu's father is a prey bird. Still it seems very strange to me that the lady gave birth to two different creatures.
