So In US the Congress / Parliament is made up of the Senate and House of Representatives .So the House of Representatives are usually the ones who come up with a legislation and decide when it should send the floor for debate and voting while Senate decides which bill(legislation) would they debate. The party who has control of the senate has upper hand because of that . Once senate agrees they send the bill to be signed by president. The president can then agree to sign the bill or not( Trump ignored most of this and kept on signing executive orders ). So once this election is over Democrats and Republicans would go back to drafting bills and stuff . Senate is a problem now since both parties can disagree and no bill would be approved by the senate.
