Have you used Canva before?
In the search bar, I put in wattpad covers and that sets the dimensions for you. They have templates you can use but you an also make covers from scratch...some are from templates and some are from scratch. As for the pictures, I uploaded them onto canva and then drag it over to the the book. It covers the whole page but the you can resize it to place it according to how you would like it. It's a cool website/app...you can adjust coloring using filters and tbh it's so much quicker and easier than making your own covers using photoshop.
