The problem is JK Rowling has a history of transphobic behavior . This is her attempt to say that only women who menstruate are women and implying that trans women can not be women.

I think it's that Trans Men could be menstruating and Trans Women would not be menstruating. It's a difficult topic, but only an absolute moron would go along and tweet something like this during Pride Month. And I think at some point she said, she would protest with trans women if they were discriminated against, which I guess was an issue with framing, but what stupidity. She knew what reaction she will get, sounds like attention seeking honestly.

So Trans-women do not menstruate. Trans men continue to menstruate until they have reached a certain late stage in the Hormone replacement therapy, not sure of the specifics. Genderqueer or non-binary folks born as women would also menstruate.
