To be honest,wide scale testing in India is a distant dream. We have too many people and too little resources.

Lockdown is comprehensively more expensive than mass testing... there are upfront cost of buying and making test kits and doing thousand lakhs of tests. But that will save economy as every test and subsequently isolated if confirmed will ensure others keep running... That's what South korea, Italy are doing... I hear USA is on same Path.
