They know they don't care, they just want to reach home , a lot of middle class are not following rules .
Yes numbers wasn't expected, after hearing rumours of buses , everyone who didn't even needed to go, even they are going.
A lot of young people are going coz their parents just calling them.
This is carelessness from both the janta and government, even police can't manage this number so they are letting them go
