The difference in neil's look is not due to hair as such but because of beard and moustache.
look at the pics in above post where he is wearing yellow shirt. he is almost clean shave with very light stubble while in here he sports thicker beard. the yellow t shirt look is cute while this blue shirt look is more mature and kinda sexy
in his initial days he sported a proper thick beard which made him look more macho and sexy
