Regarding the delay of judgements in India-- I think it is mainly because the judiciary here heavily depends on shreds of evidence and witnesses! And now the criminals are more intelligent than the police and the law , they are deleting all the evidence before leaving the crime place, and the witnesses are gullible to either money or to the fear of facing harm from the culprit. See what happened to the Unnav rape victim case.

To such criminals including that vulture, Disha case type encounter is the best solution! Though legal system won't accept it, but now they are also trying to change their attitude towards such cases, instead of wisdom, safeguarding the remaining women is much more important, you can't leave a poisonous snake in to open, it will come back to bite/ kill another human!
