No. It seems Shakra isn't his mom, or maybe isn't aware that she's his mom..coz she proposed him when he was a child as shown in promos of next epi.

There is no other mom. Shakra is Sameer’s mom. The step mother probably made up the other story that his real mom left Sameer’s dad for another man. Sabiha is the only wife in this equation I guess. Shakra wasn’t the wife, she was raped. It seems like shakra also had some mental issues, that’s why she said the weird things to Sameer. No sane person can say such things.

I don't know if Shakra was always like this, or did the rape caused her mental illness.😕 Maybe she too had the same disorder which Sameer has, that's why she proposed him in his childhood, forgetting that he is her own child. Also why did Sabiha begum had Shakra as a maid knowing that she was with her husband before his death (murder) 🤪.
