I am watching old scenes, and in the fire scene at Nandini's house (where Mauli is in red, and her dupatta catches on fire) I would say Kunal is 100% already in love with Mauli. That's why when he holds her, even after extinguishing the fire, he doesn't let go of her and looks in her eyes for a few minutes.

Male Silsila BGM is playing.

See Mauli's feelings are very clear cut too, based on the background music. We get male and female versions of Yeh Silsila on Maunal scenes. On Ishaan-Mauli's scenes, there's only a male voice. I have never heard a female voice.

Anyways, my point is, Kunal loved Mauli back then too.
