I don't think this accurately describes a chichora or behaya. Usually such act involves their own self and its not a bit harmless at all. Maybe he's a dwarf so they are going for the notion that he's just a kid or there is something cute about this act coming from a dwarf. Even in Judwaa I had the same problem with Salman and recently Varun.

Har ladki ko behen ki nazar se dekhoge to vansh aage kaise badhega? People will stop calling me to valima dinners. The word here is consent. If the ladki is razi then there is no issue. I just have a problem with him deciding on his own to go and touch her. Baaki I don't care if they knock their socks off each other.
