I too strongly feel its a plan. He has to disarm (no pun intended) those terrorists and by making them think they have won they can launch the real attack. The attention of the media people also has to be taken away in case they endanger the soldiers. We will see the true events tomorrow.
Yes,its a plan but a risky one too.Also now more than a plan its the only way.He cant reveal Wasim is dead if we go with flashback encounter.Ravish didn't reveal it so it should be a plan.Taking a last chance.
They must have known the moment they will announce Wasim will not be freed,terrorrists will start killing the hostages.
Now army will have to enter immediately.Because terrorists will think of their next step within few minutes.
