When Sita returns to Earth, Ram tells Bhudevi that she is like his mother, due to having borne Sita as her daughter, but he will forget that relation if she doesn't return Sita to him.

When the Gods were born on Earth, they all took different relationships with each other at times, if it required it.

For example, Luv Kush were ansh of Vishnu, and as Sita bore them in her womb, that ansh of Vishnu were her children, although Vishnu is her husband, but in that incarnation as Luv Kush, Vishnu is her son. Same with Pradyumna and Anirudha. They both were ansh of Vishnu, and yet they become the son and grandson of Rukmini.

So Bhudevi being Ram's mother-in-law in one incarnation is neither surprising nor weird. She is Vishnu's consort, but in one incarnation she became his mother-in-law by becoming mother of Lakshmi's incarnation Sita.
