A common habit in some communities is the washing of the hands from the wrist up to the elbows after washing the face. The correct practice is to wash your hands from your finger tips and not from your wrist. The washing of the wrists at the beginning of wudhu does not suffice, as that washing was done with intention of completing a sunnah, whilst washing the hands after washing the face is a compulsory act. And Allah Almighty knows best. - Sajid Umar [not a hadith]
