Yes in Vyasa, the instance is mentioned twice, once when the episode actually happens, and second a few days later, when Duryodhan asks Dhritraashtra to organize the Dyutsabha. There he tells Dhritraashtra on how he was humiliated....

While the actual occurring is being mentioned there is no Draupadi in the arena, it's Bheem and few others who laughed post which Yudhisthir helps him out and gets him fresh clothes

However when Duryodhan narrates the instance to Dhritraashtra, he mentions that along with Bheem, Draupadi also laughed. Most probably he was lying but giving 5% benefit of doubt that he wasn't.

Still that line "Andhe ka Putra" was neither mentioned in actual happening nor when Duryodhan narrates it to Dhritraashtra....

That line is a 100% fiction probably taken from a story (actually satire where current day issues were being put into Mahabharata) that was published in a famous magazine Dhharmayudhh
